Grace is tall and strong, intelligent and self-confident and ruthless and uses all means to reach her goal. When she first came to this town, many years ago,  it was just an everyday little town in the northwest of California. But Grace had extraordinary powers and it didn't take long before the town also became extraordinary. Under the guidance of mayor Grace crime was banned from the town, now called Golden City, as was pollution, hunger, poverty. Only good things were left behind. 
The small town grew and the mayor almost became a god. But she was a good god so nobody really cared, inside the town. But outside the town other rulers, including those in Washington, watched Golden City with Argus eyes and tried to interfere, get a grip. Golden City didn't wanted the interference and didn't wanted the mass of people trying to get in the town to get a piece of the cake. So Grace declared her town an independent city-state and barricaded it's doors.
