Her mother, Melissa, was a model. Her father left for India for spiritual rebirth and left them a great amount of money. Melissa married again with Phillip Carlisle but she was so occupied with her career and herself and her friends that she neglected both her new husband as her daughter Tandy. When Tandy was sixteen when she left home and went to New York. There she met Tyrone Johnson who was one year older. Shortly after they met Simon Marshall who offered them a place to stay. Tandy accepted and Tyrone went along although he didn't trust Simon.
Marshall had a secret criminal pharmaceutical plant on Ellis Island where they developed an addictive narcotic drug to beat the expensive imported heroine. Tyrone and Tandy weren't the only runaways. Simon Marshall had a lot of kids picked up and they al served as guinea pigs for the new drugs. They all died, except for Tandy and Tyrone. And they escaped and fled. Soon after that they learned the drugs had turned them in to superhuman beings. Tyrone as Cloak and Tandy as Dagger used their powers to save other children being harmed by drug dealers and other criminals.
Daggers strength lies in various forms of light.

years old Tyrone Johnson had a stammer he couldn't control sometimes. And
because of that he wasn't able to, during a crime, tell the police that a
runaway named Billy was innocent. Billy was shot by the police, Tyrone
judged himself to blame and run from the police to. He went to New York
City.
When he arrived at Manhattan's Port Bus Station, broke, he met another
teenage runaway, the 16 years old girl Tandy Bowen. She had problems at
home with her mother, her stepfather and her friend.
Tyrone initially wanted to rob Tandy but then somebody else robbed her and
then Tyrone helped her and they became friends.
